E-government project
Based on our national concern to implement His Majesty initiative for the license department to be a good example for all the state ministries and institutions and the work is ongoing on a team and continued cooperation with all concerned partners and public security to have full system that provides the services electronically and the work is still in progress to:
- Benefit from the project to integrate the traffic system electronically which along stand demand.
- Benefit from the allocations provided for the e-government program in the field of traffic system to develop the general framework for the traffic departments by suing computer to show the most efficient cooperation by the public security to conduct the e-government projects.
- Study the mechanism to provide the automated inquiries and their means,
- Citizens service first.
- Enhance the performance level.
- Typical procedures.
- Reliability
- Transparency
- Reduce the service cost.
- Create investment opportunities for the private sector.
Inspired by the vision of His Majesty King Abdullah the II, The Public Security Directorate has adopted an integrated national strategy by participating all the government bodies, cooperation and effective coordination to reach the desired objectives and automate the interaction between the license department, other economic and government institutions and the citizens, in addition to provide traditional services by modern and electronic means to ensure quick, accuracy and transparency of the procedures, reduce the cost and minimize the time and efforts for both the service provider and the beneficiary via electronic portals on the internet or other communication means not just to get the information but also to obtain the real service by conducting the transaction electronically.
Accordingly, the necessary strategic studies were undertaken to implement the e-governance project / license department where the first phase was concluded which included the following:
- Customer numbering system: It aims to provide the service to the citizens faster and in systematic manner to achieve the principle of transparency , justice and equality in completing their transactions where it has been applied in drivers and private vehicles license section, Balqa license section, West Irbid license section , and West Amman license section and the work in ongoing disseminate this idea to the rest of license department sections.
- IVR System: The system provides the electronic services and the inquires about the procedures related to the drivers and vehicles transactions by telephone which is the most common means of communication.
- License Website: (DVLD.GOV.JO).
The website aims to provide information about the procedures, duties and services which provided by license department, and for providing electronic services through the website.
- Re-Engineering Customer Service Unit: The office is being restructured, the tasks and the duties are amended in addition to identify the necessary procedures to fulfill these duties which positively impact on the service quality provided for the citizens via different communication means (in person, internet, fax, telephone, IVR, and email).
- XML Ticketing System: It aims to provide electronic procedures for the public service office to document the citizens’ requests and inquiries’ by opening automatic cards for any request or inquiry from the citizen whether through his visit to the public service office or other communication means such as : (website, IVR, phone, fax and email).
- Electronic Payment by Credit Card: credit card was approved as a mean of collecting fees at the license department which considers the infrastructure for the purpose of payment by the internet.
- SMS: I t aims to provide infrastructure for the purpose for communicating with citizens, and in accordance with the objectives of e- government. This project was launched for the purpose of reminding the citizens with driving license expiry date, driving license, number of points and other services through the SMS. The service was activated through an agreement conducted with the ministry of communication and information technology which provided the possibility to obtain all information related to vehicles and licensing department, or inquiry about specific topic as desired.
- Automated Theory Test System: It aims to provide excellence service, reduce the time, transparency in procedures and to reduce the human intervention in the results of the theory test for these purposes the computerized driving theory test was launched at all sections of the licensing department.
- Electronic link on the Security Government Network (SGN): licensing department was linked with the security government network (SGN) to benefit from the services which provided by SGN such as: (email, network security procedures, electronic portal, and electronic services).
- Enhance The Technical Readiness in terms of hardware, software and communication lines within the latest international standards where it was completed at the beginning of 2010 by implementing the applications development and reviewing data project:
- Merge all operating traffic systems at public security directorate into one system to serve all concerned traffic departments (licensing department, traffic department, highway patrol department and traffic institute). The integration has also been made with accident system, violation system, points system and the possibility to obtain statistical information and necessary disclosure for those interested and decision makers as soon as possible.
- Revise and amend existing data on operating system at the licensing department and set rules to ensure continuous data accuracy.
- Improve the operating systems for the traffic department to relational data (3-TIRE, ORACLE 10g, RDBMS BASED).
- Revise and improve the procedures (Business process Re- engineering) to provide optimal services which do not negatively affect on documents and required approvals to fulfill the transactions with less time and efforts through one stop shop.
- Integrate with operating systems at public security directorate.
- Automated all the transactions whatever their numbers of from any section.
- Create a system that would allow future link with service partners in safe and easy way to provide the service electronically.
- Automated all the transactions provided citizens and cancel all the manual procedures.
- Adopt the national number in all transactions at the traffic departments.
