It is a transaction (the termination of a creditor and debtor contract) between two parties, the first being the owner of the vehicle (debtor) and the second a person or legal person (creditor) carried out with an employee (the Notary Public / Drivers and Vehicles Licensing Department) Through which the vehicle status is removed from (mortgaged) to (not mortgaged) by the creditor / indicating that his right is fulfilled (and documented on the records and traffic system (vehicles / Drivers and Vehicles Licensing Department) and the issuance of a license (ownership license)Thus, it grants the first (the vehicle owner/debtor) the legal right to dispose of his vehicle according to the applicable laws, regulations and instructions.
